SOAD Parliament Issues Recommendations on the East Africa Carbon Credit Bill
The State of the African Diaspora (SOAD) has formally transmitted its recommendations to the East African Community Legislative Assembly (EACLA) following the cooperative legislative review of the East Africa Carbon Credit Regulation and Development Bill, 2025.

This review took place within the framework of the Cooperation Agreement signed on 12 August 2025 between SOAD and EACLA. Article 4 of this Agreement provides for the mutual exchange of draft legislation between the two parties, allowing each to submit to the other one potential amendments or recommendations, while fully preserving the sovereignty of both legislative bodies.

Upon receiving the Bill from Mr Bryan Mutuma, Director General of the EACLA, the SOAD Prime Minister, Dr Louis-Georges Tin, forwarded it to the President of the SOAD Parliament, Mr Melvin Brown. In response, President Brown convened an extraordinary parliamentary session on November 26, 2025, during which the Bill was examined.

Following this review, the SOAD Commission adopted several recommendations, which have now been officially submitted to the EACLA. These proposed amendments aim to strengthen regional cooperation, reinforce community benefits, improve regulatory harmonisation across Africa and the Diaspora, and ensure clarity in governance mechanisms.

These recommendations were transmitted to the EACLA for consideration in accordance with the spirit of cooperation and shared legislative development embodied in the August 2025 Agreement.
