From the Malta Diplomatic Mission Office – Non-Resident Ambassador of the State of the African Diaspora

I wish to formally acknowledge and commend the recent review by the SOAD Parliamentary Committee of the Bill on Banks, Pan-Africanism and Development.

This initiative represents a significant and forward-looking advancement for the State of the African Diaspora and for the broader Pan-African community.

The bill’s vision—anchored in historical awareness, ethical financial governance, and the pursuit of true economic sovereignty—reflects a profound commitment to strengthening African and Diaspora self-determination. Its provisions, including the creation of sovereign banking institutions, the establishment of a Central Bank under SOAD jurisdiction, and the reinforcement of regulatory and consumer-protection frameworks, embody a responsible and strategic approach to sustainable development.

I commend the Parliamentary leadership, the Committee members, and all contributors for their dedication to this transformative legislative effort. The initiative stands as an important milestone in our collective endeavor to promote financial inclusion, mobilize Diaspora capital, and advance a development model rooted in African priorities and values.

As the Non-Resident Ambassador of the State of the African Diaspora to Malta, I express my full support for this process and look forward to the forthcoming plenary debate and the continued progress that this bill heralds for our global African family.
